The process of forecasting how many employees an organization needs, in which roles, and by what date — aligned to business goals and budget. Headcount planning typically runs in two cycles: an annual plan tied to the budget process, and a rolling quarterly review. It involves HR, Finance, and department heads translating strategy into staffing needs.
When you'd see it: Annual budgeting, Series B+ planning, board decks, Finance-HR syncs.
Why it matters: Headcount is usually the largest line item in a company's budget. Under-planning creates execution risk; over-hiring relative to revenue creates burn problems. The plan is the interface between strategy and staffing.
Common mistakes: Planning headcount in a vacuum without a revenue model attached. Hires that don't connect to a capacity or revenue assumption are difficult to defend in budget reviews.
